To protest the U.S. government’s infringement on civil liberties, Riley built a replica of a Revolutionary War submarine that was used to attack a British flagship and attempted to reenact the mission by navigating his vessel toward the docked Queen Mary 2 in New York City’s harbor. Although arrested, Riley also won considerable critical attention for his audacious and imaginative act.
