Peggy Feagin began her career at Pratt Institute in December 1999, as the Financial Aid Department’s Administrative Information Specialist and Assistant to the Director of Financial Aid. Prior to arriving at Pratt Institute, Peggy served as the Assistant Director of Admissions at the famed Art Institute of New York from 1993-1999. In 2000, Peggy was given the task of establishing Pratt Institute’s first America Reads/Counts program. America Reads/Counts is a federal program that addresses the problem of failing literacy scores in our nation’s schools through tutoring. This Clinton initiative pays college students through work-study dollars to tutor children pre-school to elementary children free of charge to the agency of school in reading and math. The America Reads/Counts program provides personal instruction and mentoring services that strengthen reading and math skills so children can read independently and are performing at grade level by 3rd grade.
Pratt Institute’s America Reads/Counts initiative differs from the other programs administered by the other 1,400 participating colleges. Peggy has expanded service options to include creative and unique enhancements that support the learning needs of young school-aged children. These enhancements include: Costumed Reads, Read-A-Loud in Pratt’s gym hosting over 600 children; the Black Cowboys history show; American Sign Language for tutors and children; Foreign Language instruction taught to children by Pratt student-tutors; A Tutor Award ceremony that hosts over 500 people including Mary Markowitz, Brooklyn Borough President, Community leaders, Dr. Thomas Schutte, President of Pratt Institute, parents, faculty, students and children and their families from the 30 tutoring sites. Today, the program provides service learning opportunities to 75 Pratt students who deliver reading and math tutorial services to 5,000 children weekly at 30 school and community based sites, including day care centers, head start programs, and schools which provide specialized services to students who are visually and hearing impaired.
Another unique component of Pratt’s America Reads/Counts Program instituted by Peggy is called Saturday Tutoring where one hundred neighborhood children gather once a month to learn Reading, Math, Foreign Languages, Braille and American Sign Language. Peggy’s newly formed Teen division is learning Shakespeare and participating in spelling Bee’s using SAT words. Peggy graduated with honors in speech/theater from Long Island University and is currently pursuing a post-graduate degree in Library and Information Science at Pratt’s School of Library Science.
Peggy is passionate about education, providing students of all ages with the resources and services they need to be successful in school. Peggy is always seeking to develop new and innovative activities that support the learning needs of children and provide college students with access to resources that emphasize the importance of life long learning and community service.

The America Reads/Counts program is proud to participate in Pratt’s annual International Food Fair. Pratt students and staff members hailing from over 20 countries prepare special dishes for this popular event. America Reads/Counts Junior, Teen and College Tutors compete in a poem recital in 10 foreign languages. Many of the Tutors sharing the gift of language with the children are international students who volunteer as language tutors thus qualifying for out-side scholarships which do not have to be repaid through the Out-side Scholarship work shop.

During spring break when most students returned home to their families or went on vacation, Pratt America Reads/Counts tutors and Volunteers visited a Family Shelter on Catherine Street in New York City. The life Center located in Manhattan, New York, provides the area's homeless families with temporary shelter, training, children's programs, counseling and access to health care. Residents receive individualized care to encourage them to take responsibility for changing their lives. . Pratt Tutors read books and played educational games with the children. Puppets were used to tell stories, goodie bags and books were given to every child and certificates were presented to the children. Educational toys were also presented to the children as a gift from the Pratt America Reads/Counts Program.

Pratt Participation in the America Reads/Counts Program
At Pratt Institute’s Brooklyn Campus, work study and volunteer tutors participating in the America Reads/Counts Challenge are part of a long-standing institutional commitment to community service. Documented outcomes of the program illustrate significant improvement in the literacy and math skills of the children with whom we are tutoring. Our students and neighborhood children are benefiting from this relationship. Pratt Institute, Brooklyn Campus is proud to be a part of the America Reads/Counts Challenge.
America Reads/Counts at Pratt is unique because we have over 30 public and private community tutoring sites for our tutors to work in including special needs sites such as hospitals, and nursing homes. Additional special needs partnerships include: St. Francis De Sales School for the Deaf, The Helen Keller School and The Light House school for the visually impaired and the Manhattan school for Autistic children and Hale House. Most sites are in walking distance while others require a short bus or train ride to get there. All tutoring services provided by the Institute through the America Reads/Counts program are free of charge to the community. Students can work one hour per week, or twenty hours per week reading to children and helping them with their homework. Work-study students who speak a language other than English can share the gift of language or sign language with children. International students can volunteer one Saturday per month to share their gift of language with children and receive community service credits at the Pratt outside scholarship workshop. (See outside scholarship work-shop web page). The America Reads/Counts program has over 30 weekly tutoring sites and over 100 children who meet once per month at Pratt Institute to Read, Calculate, learn Sign Language, Foreign Languages, and Braille and perform Reader’s Theatre. All tutoring is free of charge to the parents of accepted children. To assist with the Saturday program we have volunteers who read to the children and lend their expertise to the program in the form of motivational speeches, sign language training, Braille training, Author visits, Storytelling, Children’s Bookmaking, Puppetry , Costume making, Photography, Vidiography, Animation and professional training sessions run by teachers and professionals from various walks of life. All free of charge.
With this fantastic workforce of Pratt students and volunteers, the America Reads/Counts program at Pratt institute has become one of the leading colleges providing mathematics and literacy services to over 3000 children and their families each year. The program has grown to provide these services to 32 sites in Brooklyn and the metropolitan New York area including sites with special needs.
America Reads/Counts students helped Lisa Libraries in Brooklyn to pack and ship over 4000 books to children in Mobile Alabama, displaced by the Katrina hurricane.

Pratt Institute's America Reads/Counts program hosted the "Legacy of the Black Cowboys". PS-282, the Park Slope Elementary School, joined the after-school event honoring the Federation of Black Cowboys and their president Edward J. Dixon. Tutoring partners St. Mary's after school, and Bedford Stuyvesant Head Start after school also attended. The event proved to be one of Ms. Feagin's best efforts to educate young children on the legacy of the black cowboy. The event gave the children the chance to experience the history of the Black Cowboy, along with square dancing, roping demonstrations, and their very own cowboy hats and bandanas. Gregory West-Feagin, program manager of Praxis Scatter Site II a division of Praxis Housing Initiatives, spoke to the children about the old west, cowboys, and cowgirls. President Schutte attended the event, and the Vice-President of Student Affairs, Helen Matusow-Ayres, presented Mr. Dixon with a plaque from Pratt Institute’s America Reads/Counts program. Quentin Streets from the Brooklyn Borough President's office attended and was quite impressed with the program.

America Reads/ Counts put on its first costumed play in 2007, based on The True Story of the 3 Little Pigs by the Jon Scieszka. Putting the wolf on trial in Memorial Hall, America Reads/ Counts turned over 500 children into the jury members through interactive guilty and not guilty signs given them upon arrival... Accompanied by costumes and music, Pratt tutors, teen tutors and Jr. Tutors delivered an outstanding performance to all the audiences. At the end, the children all voted the wolf not guilty.

Students who have little time during the week or who want to share the gift of language or sign language with children can work on campus one Saturday per month with over 100 neighborhood children who meet to review reading and math skills. In addition to the 3R’s the children and tutors learn Sign Language, share Foreign Languages, Braille and perform reader’s theatre. All services are free of charge to the parents of excepted children. To assist on Saturday the program has a service board of volunteers who read to the children and lend their expertise to the program in the form of Motivational Speeches, Sign Language and Braille training, Author & Illustrator visits, Storytelling, Children’s Bookmaking, Puppetry, Costume Making, Photography, Vidiography, Animation and professional training sessions run by Teachers, Pratt Tutors and Professionals from various walks of life.

America Reads/Counts is a tutoring program started in 1997 by the Clinton Administration in response to the failing literacy and math scores in our nation’s schools. America Reads/Counts is a grassroots national campaign challenging every American to help all our children learn to read and calculate. The target group is pre-school to 8th grade.
College Students, Librarians, Business Professionals, Parents, Teachers, Professors, Policy Makers, Senior Citizens, and children of all ages. Everyone can play an important role in meeting the challenge whether it's reading with children or math homework help.
Day Care Centers, Head-Start programs, Hospitals, Public Schools, Colleges, Universities, Public/Private Libraries... Businesses and organizations can participate in assisting children learn to love reading and calculating if we start early.
Family members and early caregivers like Pratt tutors must build a foundation for literacy by talking and reading daily to babies and toddlers. Long before a baby babbles or says a first word she is beginning to develop skills necessary to learn how to talk and read. In addition, caregivers and we must ensure that ALL children enter school ready to read. Learning to read and write is critical for success in school and throughout life. By starting early, we recognize learning to read begins long before a child enters school. Reading to a young child, even before a baby can hold a book, creates an appreciation for what books offer. Parents and caregivers will find that talking, singing, and reading will help their young children be ready for school.
