A PROVIDER OF PROFESSIONAL EDUCATION FOR ASPIRING AND EXPERIENCED REAL ESTATE PROFESSIONALS AND APPRAISERS
The Center for Real Estate Education is designed to provide guidance and support to aspiring and experienced real estate professionals, in their development, as effective providers of the service of purchasing, leasing and selling of property, on behalf of clients. We accomplish this, by providing: New York State-approved courses for those seeking to be licensed as real estate professionals (namely: Salesperson, Broker or Office Manager/Associate Broker), New York State-approved continuing education courses for licensed real estate professionals seeking to maintain their licenses, and self-enrichment courses for those interested in real estate.
Current Department of State Regulations
Effective July 1, 2008, NYS Department of State announced the following changes to the real estate requirements for licensing. Any applications received by their office on or after July 1, 2008, must adhere to these new standards. They are as follows:
Salesperson: Course increased from 45 hours to 75 hours. A salesperson applicant will be required to show proof of completing 75 hours of approved education. Those salesperson applicants who completed the 45-hour salesperson course prior to July 1, 2008 may complete the additional 30-hour qualifying course to satisfy the 75-hour requirement.
Broker: A broker applicant will be required to show proof of completing 120 hours of approved education. Broker applicants will be required to show proof of completing the 45-hour salesperson course, the 30-hour remedial course and the 45-hour broker course or the 75-hour salesperson course and the 45-hour broker course.
Continuing Education: Effective with the renewals that expire on or after July 1, 2008, applicants must complete 22.5 hours of approved continuing education, in which at least 3 hours must include fair housing and/or discrimination in the sale or rental of real property or an interest in real property. Any real estate broker who is not exempt from the continuing education requirements by July 1, 2008, will no longer be eligible for the exemption. Any currently exempt licensees who do not maintain their consecutive licensure will lose their exemption.

New York State-Approved Pre-Licensing Courses
PMRE-100, Section
Sales 75 HR
To qualify for a NYS real estate license applicants must successfully complete this course. Topics include: License Law, Estates and Interests, Contracts, Leasing, Deeds and Mortgages, Land Use Regulations, Financing, Real Estate Mathematics, Property Management, Environmental Issues, Zoning Regulations, and Commercial Real Estate. Textbook: Modern Real Estate Practice in New York for Salespersons -by Sam Irlander, Dearborn Publishing, 10th edition. This course consists of 75 hours of instruction, 6 hours of review, and 3 hours of examination for a total of 84 hours. The cost of the textbook is included in the tuition and it will be distributed in class. Also, please bring a calculator to class.

Sales Remedial 30 HR
This course may be taken by an applicant for licensure as a real estate broker, if he or she successfully completed the 45-hour salesperson qualifying course prior to July 1, 2008. Said course, in conjunction with the 45-hour salesperson course, may be used to satisfy the salesperson educational requirements for licensure as a real estate broker. The topics included are: Contract Preparation, Predatory Lending, Pricing Properties, Municipal Agencies, Property Insurance, Taxes and Assessment, Condominiums and Cooperatives, Commercial and Investment Properties, Income Tax Issues in Real Estate Transactions, Mortgage Brokerage, and Property Management. This course consists of 30 hours of instruction, 3 hours of review and 2 hours of examination, for a total of 35 hours.

Broker 45 Hrs
To apply for a New York State real estate broker’s license, you must have two years experience as a licensed New York State real estate salesperson or at least three years of experience in the general real estate field (e.g., buying and selling your own property, managing property owned by your employer), have satisfactorily completed the 75-hour salesperson’s course, and satisfactorily complete this 45-hour course. Topics include: management and supervision of a broker’s office, real estate agency disclosure, real estate financing, real estate investment, general business law, general business law, construction & development, conveyance of real property & title closing & costs review, real estate property management, taxes and assessments, and local concerns. This course consists of 45 hours of instruction, 4 hours of review and 3 hours of examination, for a total of 52 hours.

Green Building Basics for the Appraiser and Real Estate Professional
This course will provide appraisers and real estate professionals with information that will enhance their ability: to identify energy efficiency components and sustainability features of real property, to understand the relevant systems and ratings used, and to use a tool, valuable in marketing and valuation, when performing field inspections, according to a checklist. For the appraisers, the benefits to be gained from taking this course will reflect itself in the improvement of their performance of inspections that is compliant with pending legislation HR 2336, currently before Congress, which would amend FIRREA1989 “to consider any renewable energy sources or energy-conserving improvement or features of the property.” As a result of taking this course, appraisers will better serve their clients in making energy efficient mortgages or energy conservation improvements. Real estate professionals will benefit from taking this course by being better able to successfully negotiate leases and sales for their clients, and by acquiring the resources with which to provide their clients with information on sources of energy conservation information helpful to them when they are in the process of purchasing homes in need of improvement. Topics include: Introduction-Why it is important for Real Estate Salespersons, Appraisers and Design Professionals to understand the Basics of Building Performance; Identifying Construction Components and High Performance Residential Installations; Understanding Heating and Cooling Systems; Understanding Alternative Energy Sources and the Grid, Understanding how Energy Savings/Sustainability Impacts Property Marketability-A checklist/Addendum for field inspectors; and, Case StudiesReview-2 LEED Platinum Projects .
