Biography
Arthur Zabarkes is a trained architect, planner and real estate developer in New York City. He has served as Managing Director and President of a residential complex of 1470 apartments with 3,000 residents, 40,000 S.F. of commercial and retail space, a major swim and health club, and a 730 space parking garage on the East River of Manhattan. Created and implemented a long-term program to transform a regulated housing project into a luxury, market driven rental complex. Directed and supervised over $55 Million of construction.

Directed the largest real estate educational program in the nation, with the nation’s largest Masters program, educating 15,000 students per year with a faculty of over 450 professionals. Responsible for a $10 million budget, fund raising, public relations, and marketing. Developed credit and non-credit programs; created and administered professional conferences for 2,000 participants.
VICE PRESIDENT, PETER SHARP & CO., INC.
Developed strategies for protecting and enhancing the value of 1600 rent regulated apartments in converted luxury cooperative and condominium buildings in Manhattan.
Gained possession of more than 305 apartments valued at $110 million through legal actions.
Created financial models to make sell/rent decisions on newly acquired apartment. Established renovation programs, negotiated bids for construction, and supervised construction work.
Overall supervision of all aspects of management and renovation of 700 rental apartments in Washington DC and 150 units in Bethesda, Maryland, including hardship applications and an innovative process of determining allowable rents.
